The Former President's Woke Alarm Overlooks The Continent's True Danger: Economic Decline.

The recent US national security strategy presents a flawed assessment of Europe. The document asserts that unrestrained immigration and so-called "progressive" policies represent an grave threat to the continent's identity. Yet, this perspective is based on a fundamental misinterpretation of the reality. The true challenge facing the EU is not cultural but economic and technological backwardness.

The Stark Growth Divide Between the US and Europe

Statistics reveal a stark picture. Between 2008 and 2023, American economic output grew by 87%, while a paltry thirteen and a half percent increase for the European Union. Over this time, EU GDP per capita dropped from over three-quarters to just half of the American figure. Remarkably, even Mississippi now has a greater average income than major European economies like Italy and France.

Currently, about 50% of the global top fifty tech companies are US-based, while a mere four are European.

The Innovation Deficit: The Core Question

This widening disparity is driven by stronger productivity growth in the US, largely due to technological innovation and higher total factor productivity. The landscape of global tech dominance is decidedly American. In the last fifty years, 241 US firms have scaled into companies valued at over ten billion dollars, versus only fourteen in Europe.

This disparity prompts a pressing question: As the competition for future industries like AI, semiconductors, and quantum computing, where does the EU stand? Experts widely concede it is largely a contest between two between the US and China, with European nations starting at a significant disadvantage.

Underlying Factors of the Continent's Innovation Gap

Several key reasons account for this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic network for funding startups. Europe has yet to establish a true capital markets union, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can launch a service under one regulatory framework to access a market of over 330 million. The European Union, despite a bigger population size, is divided among twenty-seven separate systems, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these hurdles, one can find reasons for optimism. European leaders are increasingly aware of the severe threat and have started to propose substantial change. Notable reports on EU competitiveness and the single market point to the need for sweeping reforms.

Given appropriate policies and regulatory reforms, Europe's strengths might enable much higher degrees of commercial innovation.

Europe still possesses considerable strengths: high-quality human capital, top-tier schools and universities, and premier labs. Alongside a large internal market and substantial household savings, these foundations have the potential to unleash a surge of venture creation.

Importantly, even if the EU does not take the lead in developing next-generation technologies, it can still significantly increase productivity by adopting and adapting innovations from other regions.

An Inflection Point

Europe now stands at a decisive moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. But, if it fails to take bold steps to tackle its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
